ABSTRACT. -Constraints, Thresholds and Risk Environmental States in the Municipality of Zalău. In the process of urban knowledge and development, all the focused elements of the urban system suffer considerable changes. The establishments’ number and the adjacent facilities have continuously increased; the human made urban system, the technical equipping and the transportation and circulation network have significantly augmented. If the initial natural endowing imposed some limits for human settling, land use or resource utilization for material or energetic purposes, the upholding society’s requirements made the geospatial constraints even more aggressive and thus triggered risk thresholds and critical environmental states. The late economic decline is responsible for a generalized urban decline. Beside the geospatial constraints, new habitation, hydraulic and environmental thresholds appeared that require additional studies, projects and investments in order to assure an acceptable environmental protection level.
