ABSTRACT. - The risk phenomenas from the perspective of territorial planning. The main document of territorial planning in Romania is represented by a corpus of five laws, which forms the National Plan of Territorial Planning. This laws (called also “sections”) are strongly related to the management of a few risk situations, which are reflected in a critical manner in the present study: economic, demographic, social risks (sections I and IV) and natural risks (sections II, III and V). The basic conclusion is that the laws are lacking on fundamental application methodology and ruling system. In this case they can only form the coercitive macrostructure for further special planning (like the transport planning) or for regional and local development plans.
