ABSTRACT. – Risk and Catastrophe Management. A Point of View. Starting from the factors which influence natural risk and catastrophe management and strategies applied in time (sectorial, holarchic integrated), the paper successively pursues the elucidation on stages (pre-crisis, crisis and post-crisis) of the main activities solicited with a view to protecting the population and the achieved material goods from the effects of extreme events. In the pre-crisis period, activities of risk prevention and reduction are considered more important, and as methods and techniques of prevention and reduction, the ones referring to forecast, surveillance, alert, population’s education and training, evacuation and emergency plans. Population rescue (evacuation and recuperation) and assistance (water, food, clothes, shelters, etc), sanitary surveillance and waste removal are considered as important objectives in managing the crisis period. In the post-crisis period, a series of activities develop simultaneously or successively, which aim at assessing the trigger causes of catastrophe, the resulted victims and damages, the compensation of victims, and the rehabilitation and reconstruction.
