GESTIONAREA RISCURILOR – O NECESITATE A TIMPURILOR NOASTRE

V. SURDEANU

ABSTRACT. - Hazard management – a necessity of our times. The end of the second Millenium found humanity facing a difficult issue, to the solution of which, united efforts bronght thier contributions: a continuous exploitation of the Planet, at a large pace or a reassessement of its position in relation with nature, a co-existence. Sometimes, these issues were settled at national levels. But, for the most of the time it got beyond the well fixed limits of the border, of the development level or of the educational one. In most of the cases, thou, the consciousness of society was felt after the break out and evolution of what we describe as Natural Catastrophes resulting in both a material damage and a loss in human lives. The reaction of society can’t  be fatalistic. Are we ready enough to find the causes? Are we ready to interfere so that such phenomena should have as little impact as possible? If we manage to go over some well-shaped stages, such as in the case of many developed countries, then our attitude is an optimistic one. Such stages should take into consideration: an assessement of all past phenomena which determined the vulnerability of some regions; a minute knowledge of the present situation necessary for future anticipations related to the production of such phenomena;  an interference at the level of society, by making it aware of such phenomena, interference accomplished through continuous education with impact on human behaviour during such cases.
